Public Notice

Rules & Regulations of the Rose Hill Cemetery

Elizabeth, Indiana 47117

Adopted January 17, 2023

 

1. All grave sites sold shall be for ”full payment” at the time of purchasing.

2. All burials, except cremations, must be in approved steel or concrete vaults or boxes. Any vault or box materials other than indicated above, must be pre-approved by the Cemetery Manager prior to use in the Cemetery. Steel vaults may not be less than 12-gauge material. Burial by cremation shall be in accordance with the laws of the State of Indiana. Scattering of ashes within the cemetery is prohibited.

3. Foundations for all markers and monuments must be set-in six inches from the outside boundary of the lot and require a three inch extension at the base of the marker or monument. The size of the base and depth thereof is provided to installers of markers and monuments, which must be installed only by professionals approved by the Cemetery Manager. Military type markers must be installed flush to and with the contour of the ground.

4. All graves must be set-in six inches from the outside boundary of the lot. All graves shall normally be dug to a depth of five feet or to a depth which .will allow for a coverage of earth not less than two feet at the shallowest point over the other receptacle in which the body is placed.

5. No grave may be opened nor shall any base for the marker or monument be dug without the approval of the Cemetery Manager.

6. Graves are only dug by persons approved by the Cemetery Manager and hired by the mortuary. Any damage caused by grave digging equipment or monument setting equipment or personnel shall be the sole responsibility of the persons performing the work.

7. When in the judgment of the Cemetery Manager, ground conditions requiring, all grave digging or monument setting equipment shall have heavy boards placed down on the ground from the point of leaving the streets to the grave site for protection of grounds.

8. Animal burials are strictly prohibited within the cemetery grounds.

9. Flower arrangements placed on grave sites at the time of burial are removed by the Cemetery manager when in his/her judgement they are no longer attractive. This time period will vary with weather conditions but generally does not exceed one week. Flower arrangements not placed on monuments will also be removed when they are no longer attractive or interfere with mowing, trimming, or leaf removal.

10. No plantings will be allowed on any lots.

11. During the mowing season, generally about the first of March to the end of October, all floral arrangements, real or artificial, MUST BE PLACED ON THE MONUMENT ONLY, except for a period of seven days prior to and seven days following Memorial Day, Father’s Day, Mother’s Day, and Easter Sunday. Flowers placed on lots which are not in compliance with this policy will be removed by the Cemetery Manager. Ornamentations other than flowers, to include shepherd’s hooks, are not permitted. The Cemetery is not responsible for loss of flowers or articles left at grave sites.

12. All containers for flowers either placed on the monument (or for the grave site during permitted times) shall be made of plastic or metal. GLASS AND OTHER BREAKABLE CONTAINERS ARE HAZARDOUS AND WILL BE PROMPTLY REMOVED by the Cemetery Manager. Please be advised that medal frames, other than aluminum, placed on monuments may cause permanent rust damage to stones.

13. Any person causing damage to grave sites, plants, stones or markers, whether accidental or intentional shall be held liable for such damage. Under certain circumstances, parents may be held liable for damage by minor children. Anyone found damaging or vandalizing any property in the cemetery will be prosecuted to the full extent of the law.

14. Fees charged by the Cemetery and prices for grave site sales are subject to change from time to time without public notice. Currently, grave sites are $600.00 per grave for residents and $1200.00 for non-residents. A $50.00 interment administrative fee is charged at the time of burial occurrence.

15. Mowing of lots and setting of monuments, footage, etc., shall be done only by cemetery approved personnel.

16. lt is not possible to create a set of Rules and Regulations to cover every conceivable circumstance which may arise. The Town of Elizabeth reserves the right to add, delete, change or amend these Rules and Regulations, when in theirjudgement such additions, deletions, amendments or changed are warranted.

ADOPTED BY THE TOWN OF ELIZABETH COUNCIL AND ENTERED IN THE MINUTES AT THEIR MEETING ON’ JANUARY 17, 2023, TO BE EFFECTIVE ON SAME SAID DATE. A copy of these Rules and Regulations shall be maintained at the Town Hall and is available for inspection by the general public.
